This option on the Purchasing menu opens the Lookup from which you can select the purchase order you want to modify. Once you make your selection from the Lookup, the PO Enter Purchase Orders window appears with the selected order in view and ready for you to edit.

(Fund product only) If you are encumbering, the Lookup will show open orders in the current batch.
